September 11, 2001, and the many events and actions that have followed since that tragic day, have clearly demonstrated that citizens are a critical link in helping to support and keep their communities safer during times of crisis or concern.
Intended for distribution by local and tribal law enforcement, this 40-minute presentation is designed to:
- Provide residents with critical information on terrorist goals and threats
- Teach residents about terrorism and prevent abuses from ignorance or prejudice
- Demonstrate how residents may help protect themselves, their families, and their neighbors through safety and security planning
- Encourage partnerships with residents, law enforcement, first responders, and community services providers
- Identify ways citizens can actively participate in building safer neighborhoods and communities
The Terrorism Awareness and Prevention (TAP) Program is made available for law enforcement, first responder and government use under the following conditions:
- No fees or compensation of any kind may be charged to present any portion of the program.
- TAP cannot be given in conjunction with, or provide an endorsement for, a paid product or service.
- Copies of the CD/materials, including the TAP PowerPoint presentation for citizens, cannot be made without written permission.
- Unless specifically authorized, only instructors who have attended a training on TAP may train others to present the program.
The TAP Program is provided at no cost as a service to law enforcement and first responders through a cooperative agreement with the Bureau of Justice Assistance (BJA), U.S. Department of Justice and the National Sheriffs’ Association (NSA), USAonWatch. BJA and NSA gratefully acknowledge the Ohio Office of Criminal Justice Services and the Pennsylvania Commission on Crime and Delinquency for all their efforts on earlier versions of the TAP Program.
For Instructors
To maximize the effectiveness of the information, the TAP Program is appropriate for a wide range of attendees; however, trainers should still consider the maturity level of an audience and the nature of some of the photos showing the September 11 tragedy and other terrorist acts.
Based on the audience and time limitations, trainers may:
- Skip over the opening, closing or any slide or segment that may be inappropriate for the immediate audience.
- Add slides for the sole purpose of localizing program content, such as adding contact numbers for local law enforcement or first responders, or other related resources tailored to the interests of the audience.
